IAT sensor wire routing

1997 Mitsubishi Eclipse GS
I followed the test procedure in this video
IAT or Intake Air Temperature Sensor Testing - YouTube
The ground tested good 12.6 volts
Then on the next test i get 18-22 volts it jumps around (engine running). So according to the video my ECU is bad (local Pepboys also said it was bad) so i replaced the Sensor first then the ECU and still get a p0113 CEL (Intake air temperature sensor - high voltage). The only other thing i can think of is the wire is routed to close to the ignition coil. What do you guys think?

I only have till the 25 of July to fix this before i have to go to court for an expired safety inspection sticker. Would be nice to get it fixed and have the ticket dismissed.

Any ideas at all?

So going off the video here. Did you have 18-22 volts on the left or right pin?

I ran the test an the brown wire with a blue stripe. black wire with a green stripe I assume is the ground.
