i cant get my front bumper off

all thie nuts are rusted and wont budge, any ideas? i thought about just cutting them off, but there must be a better way.

ok nevermind i got all those screw off, but i cant get the headlights out, becuase from the looks of it, theres a couple screws under the headlights you must take out to take off the bumper. there were 3 screws i removed from the headlights, the one on top, and two that were to the side. the head light will move side to side but not come out. i dont really know where to go from here.
