Does anyone know how to splice a turbo outlet pipe so that it will hook up to a greddy typeS blow off valve on a 1995 Eagle talon tsi?

You want to what? What is a turbo outlet pipe? Intercooler pipe? Intake? Be more specific. WAY to vague of a question.

the turbo outlet pipe has a nipple on it already but if it doesnt just drill a whole and add a nipple.

I get it now. You don't splice into anything for a BOV. You run a vacuum line to the intake manifold. That way when you let off of the gas the vacuum will open it and dump all of the left over air.
