How to set timing when car doesnt start?

I know how to adjust and set the timing when the car is running, but how do you set timing when the car doesnt start? I think that when my timing is adjusted properly my car will start. Thanks

It should start even though the timing is not adjusted. I would just put the CAS about half way in adjustment. If the car still doesnt start, I would look into something else.
