How to Remove Rust from under lip?

I can't seem to find an answer to this one anywhere.

How can rust be removed from under the lip?

I have rust developing in the lip on the door edge bottoms and around the hatch. I don't want this to rust through to the exterior.

knock all the rust out and clean it really well, spray it w/ a sealer, bondo, seal, primer, paint, clearcoat.
