Best way to remove rust?

I have a little rust. It is mainly on my underbody, around the where the shocks and struts are and around some screws. Is there a simple way of removing it? Are there chemical paints out there that can eliminate it?
 
Cutting it out is the best way, but you could use a die grinder or a dremmel and use a wire brush and try getting most of it off. Then use POR 15 on it, I used it on my car and the rust hasn't spread since. DON'T just use paint, sorry Dr3wStx, but its something I don't agree with, just painting it will keep moisture underneath, which will in turn cause it to rust through. Por 15 absorbs the moisture, read up on it.

Scotch Brite by 3M works great especially when you soak it with WD-40 or gasoline. then strip all oils and repaint.
 
Whichever paint you use... POR15/primer, base, clear, primer, base.. you must remove all the rust down to bare metal. I would recomend you pick up a DA and work with ~120 grit, prime then paint.
