how do you measure the wastegate size?

Don't know if this has been answered before just want to clarify how do you measure the wastegate size. I have a tial wastegate and I measured the hole where the valve is and its 38mm, then I measured the second ring diameter and its 44mm. So is this wastegate a 38mm or 44mm?
