Just picked up a New Jersey car that needed a heck of alot of work and will try to put it on the road soon. Car is a 1993 AWD. What is bugging me is being in the Allentown area i must pass a visual inspection for emissions. But this car has NOTHING, everything has been removed. I guess I need to find everything, put in back on, then drive for less than 5k miles and get an exempt sticker next year? Also everyone here seems to have a hacked (or missing) front bumper. My car is missing the center section for my FMIC. Will I get hassled? I'm just wondering how you guys in this area get modded cars thru emissions/safety inspection?

No here I dont have to pass an idle test, just a visual inspection plus a gas cap pressure test.

My car goes less than 5k miles/year so I am emissions exempt. All I get is a visual/safety inspection that's it.

if you're exempt from emission you shouldn't even get a visual of the emissions. they can't say shit about emission stuff missing.

I get a visual/safety inspection...meaning tires, brakes, properly secured battery, etc.

Yea i just bought a car in Jersey and brought it up here. I'm fine with the 5,000 miles thing because I won't drive it everyday, but the inspection mechanic said I have to have it all inspected first to get it setup in PA. Doesn't anyone know someone with stickers!!

You have to have owned the car for at least 1 year to be eligible for emissions exemption. They compare the mileage from the previous year (written on the inspection/emissions stickers) to the current mileage, and then deem you exempt or not. Although, somehow the first time I got my car inspected they allowed me to be exempt (even though I had only owned the car for less than 6 months) so it is possible.

^ Your also OBDII, so they may be more lax than with older cars.

exempt is exempt, doesn't matter if your car is a 2011 or 1996 or 1980s, just that you stay under 5000 miles from the last inspection or if it is diesel.

yupp, i have an awd = no dyno, + older than 96 so if it has a CEL it's still ok = WIN.

amazingly i had NO CEL when i was being inspected. i legally passed a DSM through inspection.....crazy. LOL

Actually if ANY car has ANY kind of warning light (CEL, ABS, Airbag, etc.) it can fail safety and emissions in PA. ABS you can get away with because brakes still function without ABS working, but they can fail you on the grounds that there are mechanical parts of the ABS that can fail and mess your brakes up and make them act erratic. Airbag is easy to fight, most don't care. CEL there is no way around unless you have a shady inspector.

+1 on the shady inspectors~!!! i passed my first emissions test, but sadly i must pass it again. if i roll the counter back to only 5000 miles, or maybe it is, i will then be exempt!!! what if i was to remove the cluster and put in an autometer speedo? the speedo starts its count at 0. so theres no way for them to know what the mileage is.
