I am having trouble setting the base timing on my 1995 Eclipse GS-T. Mainly because I can't find the CAS. Help please.

2Gs have fixed cam angle sensors. You cannot adjust the base timing manually.

I'm not certain of the years but I believe on '95-'96 cars, the CAS is located behind the intake camshaft sprocket.

Yeah I am a 1Ger too, I sold my 95 GSX to my friend, and it has no CAS at all. Im pretty sure that 95-96 cars only have a crank angle sensor, and 97-99 have fixed CAS's that will trip a CEL if messed with.
