How Can i hold 15psi?

How can i hold 15psi regardless of weather conditions? Only whens it really cold out i hit 15-16psi, other than that i only hit 11-12 psi. I have my manual boost controller opened up all the way, and i dont have any boost leaks.
 
You can't. Hotter air is less dense and colder air is more dense. You will always get some fluctuation.
 
For more consistant PSI, do a boost leak test. That is the only thing you can do to control it. You could have boost creep as well. Do a boost leak test and replace all vacuum hoses.

I am like the only person who doesnt have a t-25 that doesnt fall flat on its face, it holds 17psi just fine till I hit about 6k.
 
You should be able to get more than that. I can hold 16 with my junk T-25 and similar mods (with the addition of cold air intake, maft, and water injection). As Alex suggested, a boost leak may be the culprit.
