In your case, for future modding once you've understood your engine completely and have gone through the list above, I suggest looking up ECUflash/evoscan. But that's farther down the line, start with maintenance above all, then you can do free/moderate mods and move your way up.
 
Strap on a 68 trim. crank it up to 54psi. and eat some honda's!..

read the vfaqs, use the search button. but here is a dumbie list

1-change plugs,wires,timing belt and all fluids
2-check compression
3-get haynes manual.
4-if your car doesn't meet the average standards on the compression. Rebuild
5-then mod once your car is happy to START with, no point making something thats unhappy MORE unhappy
 
Maintenance, free mods then a 14b or 16g because you will want more than a hundred more horsepower later down the road trust me.

Use that list they gave you. Do your maintenance, the free mods, upgrade fuel system, and use the 14b or 16g turbo. Your going to need a tuning device safc/dsmlink and get a wideband 02.

16g, B16G, Evo316G all of these would be a nice upgrade.

Some larger Injectors, IE 650's-880's

255 Walbro Fuel pump Rewired

and Dsmlink v3
 
First thing first. get all your maintance as I said. before you get a hard on for modding and grenade your motor.

THEN ask about mods.
 
What would i do to add about 100 horse to my 210 horsepower 98 stock gsx? with out declaring bankruptcy

First check compression and basic operating stuff like plugs and maintenance. It's an old car so most likely it lost a couple of horse.
Then go bigger turbo, injectors, tune, intercooler, exhaust and then your :D
