Horn....wont turn off unless I pull fuse

I am having this problem where if I put the horn/headlight fuse in to the driver kick, the horn will turn on and not turn off.

Its a 1991 Eagle Talon w/ a Grant GT steering wheel.

Right now, I am having trouble even finding where the horn is to unplug it as well. I really don't want to put the fuse in and have to deal with the horn BLARING while I trace the electrical problem.

Any help would be appreciated.
 
Your horns are behind the plastic bumper. You could cut/unplug them while figuring the problem.

Ok so after a search the horns are just under and slightly outside the headlights. You should be able to get to them by just removing the headlights.
 
I'm so done with these stupid aftermarket parts installed all shittly.

Im going back to the stock wheel
