Horn doesnt work. Fuses goes bad! HELP!

Ok. My horn hasent worked forever but I have to fix it to pass emissions (Sweden). Everytime I put in a new fuse, I start the car, press the steeringwheel to sign the horn, the fuses goes bad. I tried to put some WB-40 on the horn without results. Anyone have any ideas where the short can be? You it be the actual horn itself or at some other place? Please let me know if you have had this experience....I really need some help asap! thanks

There has to be a short someplace, either in the horn button, the wiring to/from it, or the relay.
