HKS EVC mini vacuum filter?

Hello, the car I came with has an original HKS EVC EZ on it which is different then what i'm used to. The instructions mention replacing the "Mini vacuum filter" on a regular basis. I can find the filters for $17 each at only a few places. Because of this am I correct in assuming that these don't really get dirty?

On a side note it feels very odd to have an electronic boost control system that just has a dial and nothing else :).
