High vac reading.....

I have noticed that my vac reading at idle is staying at -23 to -23.8 or so and my idle is at 700-900rpms. Is my vac reading really high? Isnt it supposed to be -19? Sometimes Ill start my car recently and it will fire right up then after a minute the idle will drop real low and it will die, once the car runs for a couple minutes or so the idle is fine. Any thoughts as to why my car does this. ISC? TPS? Plugs?
 
If you think your low idle is causing it, then adjust the BISS screw and turn your idle up some.
 
I am having the same problem with vac. mine reads 29@ 800rpm! high right ? When you find out what causes yours let me know. No trouble with stalling though, thank god. Good luck man.
