High RPMS not steady, slight surge

Ok in any RPM range in neutral, say I have it at 3500 rpm Ill keep my foot there not move it, rpms will drop to 3200-3300 then back up to 3500, its like a very slight surge in rpm and it will keep doing it. My wide ban goes lean every time it goes down, this can be at any rpm above 2k. So if im at 4k and hold my foot there it will drop to 3800 then back to 4k and back and forth.

New NGK wires
Old Ngk Bpr8es picking up 7s today
No Boost/Vac leaks
FPR set at 40 psi vac off
Fic 950cc
9:1 comp
Key driver/Tuner pro
2g Mass
Base time 5*
Trims not far from 100% workin on it
Native wide ban support

I can only think up the plugs or to lean accross the board I dont have anything to go off of any ideas?
 
went to put timing light on it, light doesnt turn on for cylinders 1 and 3 but works well on 2 and 4.

weak spark for 1 and 3?
 
swapped out 2 different coil packs, if I pull #4 off the spark plug when engine is running #1 begins to fire hard, soon as I put #4 back on #1 hardly fires , I dont understand this, anyone?

Have you checked you CAS, etc?
 
switched the cas,ecu,coil, transistor pack, its like the coil is somehow not getting sufficent juice to power both coils.
