High idle after 7-bolt rebuild

I searched before I decided to ask this question and found nothing. I just started my car for the first time after replacing all the seals(head gasket..etc). switched to 14b and vrsf front mount, bse and non-cruise cable. I started it up and everything was fine except it idles slightly high (1800rpm). My question is, does it matter that i didn't have the alt.,power steering ,a/c, fans,or coolant in it. I will finish it up next week when I get a chance just wanted to here if anyone else has experienced this after starting their car.
 
Thats what I plan to do just ran out of time until next weekend. I will just think about it until I put it completely together. I think it might be as simple as the throttle cable is to tight. just wondered if the belts had any affect on idle.

The tb should be your first look. Old tb seals will cause hi cold start and me the guy before wont go down until hot coolant runs through it. Idle screw seal could be dry and cracked or any other seal on it. Does it go down when it gets up to temperature?
 
its fine now it just needed coolant. I put coolant in it and bleed it and it idle right down to 800rpm. Thanks for the help
