High fuel pressure after motor swap

95 eclipse gs moor swapped out of a 97, I put the right fuel rail on it and the fuel pressure is still 10 psi to high. I've considered AFPR but I want to not spend to much on it ### I'm selling the car I would like to an aftermarket fuel rail. Maybe a fuel rail flange adapter? Suggestions?
 
Try checking the vacuum supply through the fuel pressure regulator solenoid to the fpr if its ok then it really can only be the regulator.
