Hesitation between 2500-3000 RPM

I just bought a 98 Eagle Talon AWD Auto and I'm having this wierd hesitation around 2500 to 3000 rpm. Car is stock except for a small 16G(T25 quit on me) ,blitz blow off valve MBC (set at 10) and K&N intake. The war would rev fast up to 2500 rpm then slow down getting to 3000 rpm and then fast again to redline. The boost reads 10 psi by 2500 rpm but the power does not get there until after 3000 rpm. It does this on almost any gear (as far as I can tell). The car runs real strong after 3000 rpm but a real slug around before that. I'm not sure if this is tranny related so I posted here. All trouble shooting from the engine standpoint has been done including boost leak test. I'm lost. I need help. Thanks to anyone that helps.

The boost reads 10 psi by 2500 rpm but the power does not get there until after 3000 rpm.

This reminds me of my car before I got a restalled torque converter. I'm not saying that's your solution, but if you've done all the other basic troube-shooting...I don't think it would be flare, as that usually occurs at shift points.
Check the fluid...I made a post in another thread right below this. Also check to make sure the wastegate is seating properly.

How old are the plugs and wires? What gap? Which plugs?

Wires and plugs are new. Stock plugs. I think it's happens right around the boost onset. It hesitates as it starts to build boost then full boost (10 psi) and the car either sttuters or go nowhere. I'll do some more troubleshooting later, just trying to eliminate the possibility that it might be the tranny.Thanks guys.
