help with boost problem

ok just recently i put nuw plugs and safc on my 95 gst and now for some reason if i go more than 15psi i loose alot of power and it almost feels like the turbo is not getting oil but if i roll into it it will do it only for a second then stop i checked the oil and plugs and both are fine would it be the turbo going out its the stock t25 and has 172k miles on it i know thats bad for the turbo but im trying to see how much it can take or would i be leaning out the noise it makes is like a gargling type noise
