HELP!!!!! intermittent boost

Okay so I have a 94' GSX all stock except for a ported evo manifold. I recently started intermittently losing boost, so I did a boost leak test and had to fix the egr cap and replace the injector insulators. I'm leaking a tiny bit at the throttle body spring so I figured that is the TB shaft seals I here everybody talking about on here.

Well I'm still able to build 20 LBS. doing the boost leak test without fixing the TB shaft seals. Now, I don't have an aftermarket boost gauge but I'm only boosting at about 5 psi on the factory gauge, then sometimes I will hit full boost. I have checked everything from the turbo shaft play, Vacuum lines, I disconnected the wastegate actuator arm and I'm able to move it and the flapper arm so I believe that those are not the problems.

When I hit full boost, I here the turbo spooling like it should. But when I get about 5 psi, It sounds like a whooshing sound. What gives? I can't figure out anything wrong. Could it really be that small leak on the TB? Or is my turbo going out? Any help is much appreciated. Thanks a bunch. BTW this site is great for anything DSM.

EDIT: BTW, I when I pulled off the wastegate actuator arm, the flapper arm that it connects to is super easy to turn/move. Should it feel this loose?

Are you getting any smoke out the tail pipe? I had the same thing happen on my t-25 and it went out shortly there after.

I'm getting a tiny bit of black smoke at high RPM'S, but I just thought it was because I was running rich without full boost. Besides, There is barely any shaft play, almost none whatsoever. I think it might be my wastegate spring.

I'm gonna get a vacuum gauge and see when it's opening the flapper.
