My buddy was just driving his 2g the car went pop real loud then it started blowing white smoke. Now the car wont go over 5 mph and has a rough idle. We already knew the valve seals needed to be replaced but what could it be now? The car is not over heating eighther

Check the coolant for oil and the oil for coolant. What does the smoke smell like?
I would do a compression test: http://www.dsmgrrrl.com/FAQs/compression.htm
I would also check the turbo for shaft play, and the LICP for oil. (not a residue, but alot dumped into it.)

My guess is head gasket. But post the compression numbers and we will go from there.

Was the mass amounts of white smoke from the LICP being disconnected, or does he have some major leakage through the valve seals? I would still keep a close eye in his compression and turbo if I was him.
