3M Headlight Cleaning Kit If you have a drill and the patience to follow the instructions it really works like a champ. I used it on my nasty and yellowed 1g fog lights. It won't fix cracks or deep chips but will remove all the yellow coating that forms over the years

+1. I've used this kit on hundreds of cars headlights when I reconditioned used cars for a dealership and the headlights come out looking brand new.

Don't need a buffer or drill if you don't have all that stuff. Turtle wax works just as well and I vouch for it. I assume you didn't pay attention to the recent how to article located in the front page.
