Ground Cables and Sensor

I need to know where this ground cable goes to and also what this sensor is for. The ground cable is bolted to the firewall, and the sensor is under the exhaust manifold on the block by the starter. I'm not sure what it's called, any ideas? Also, is the sensor mounted on right, or should the barrel part of the sensor be at the top, bottom, or right of the mounting bolt?

The sensor is a noise condenser. It's purpose is to help eliminate noise in the electrical system of the car.

not sure about the ground strap as I don't have a 2g but I would say the TB.

The ground cable is supposed to be connected to the bracket on the intake manifold where the throttle body cable is mounted.

The other "sensor" is just a capacitor for suppressing electrical noise, and by extension, audible noise in the your stereo system. It doesn't matter where or how it's mounted.
