Grinding noise coming from tps area

With the key on and without the engine running, I hear a grinding noise coming from under the tps. Sounds like a crappy solenoid. Is this normal, if not what could it be?
 
Could be the isc. It's on the bottom of the throttle body facing the battery. It has a 6 pin connector that goes to it. It moves slightly when you first turn the car on without starting it. It should stop after a few seconds, though. Try unplugging it to see if the noise goes away to verify its the isc.
 
mine does the same thing. and its done it for a while now. i didnt really think anything of it and it hasnt done anything bad to my car
 
Yep its the IAC, the car starts hard when its cold and surges at idle sometimes too, so I'm going to test the pins tonight.
