Greddy UICP and Type S now boost is hitting 20psi

So I installed a greddy uicp and greddy type s bov. During the test drive when I pushed down on the pedal, the boost would raise until 20psi and then drop back down to ~15psi and hold there. Before with the stock piping and plastic bov it would go no higher than ~14psi. It is a stock T25 turbo. What does this mean?

I was thinking that I could have a boost leak the whole time while the stock piping and bov was on, but since the plastic bov can't hold more than ~14psi that it didn't show up on my boost gauge until now with a bov that can handle more boost. Could this be the culprit?
 
So does that mean that there is a boost leak in the system that I didnt know about because the stock bov was leaking it out or that now that there is less restriction because of the new piping or bov and that is the reason the boost is going higher now? I am worried because I have read on the T25 and have heard that anything above ~16psi is too much for them and now the car is hitting 20psi but quickly lowering to 15psi.
