Ghetto fuel assembly fix. what problems will this cause.

I am workin on a 1g and guy is having things like misfires and stalling after revving and long time to start, has no cel so i check the fuel pump and find this.
has rubber O-ring sandwiched between the 2 surfaces, would this be the cause LOL bad flow restricted flow etc.

First off where does the return line go in to the tank now? Also how do they have the hoses connected on the inside?
 
Everything is in the right spot were it s originally but i can tell they broke the line ground it flat on the top, used a fuel feed line from filter cut off the part that goes in the fuel rail and used a rubber O-ring in the middle. and a metal hose about a inch long to connect rubber hose to rubber hose that feeds the rail.

also they removed the emissions and the vent line that goes to the charcoal canister it bent over and squished to seal it closed, does that need to be open also with like a breather filter on it.
