If the Fuel salenoid doesnt have a vaccum source will the car run like crap? car is 91' tsi.

best vaccum source is from the TB...?
 
The correct setup is from the intake manifold to the fuel pressure solenoid and from the fuel pressure solenoid to the fuel pressure regulator.

Some people take the solenoid out of the circuit which bypasses the ECU being able to raise the fuel pressure on hot starts. What's critical is that the fuel pressure regulator has a manifold pressure reference so that fuel pressure can track intake manifold pressure.
