Fuel return line siphoning

I was working on placing my afpr and the damn return line will not stop pouring gas. I finally had to clamp it off. Is this a normal thing? I raised it, plugged it, waited and it still wanted to do this. Pressure was out of the system.

pop open your fuel cap it sounds like it is pressurized in the tank

i recommend getting a vented fuel cap you can get them at your local auto parts store
