fuel relay not clicking but relay works HELP

ok well the mfi relay clicks on place but the fuel pump relay is not "the relay is open" and i manuelly put it in place and the fuel pump starts and when i try to start it it wants to but it never start... its getting signal from the ecu i changed the resistor in the firewall and the ecu and nothing happens. could it be the two wires (blk/wht)

The ECU controls the relay. If you have to manually click the relay, more than likely the ECU is bad. Pull it out and check for leaking caps and burnt diodes.
