fuel-pump test terminal?

I've got a 91 Talon Tsi AWD

There's a fuel-pump test terminal taped on the firewall near the battery.
I've heard 2 conflicting sides, that it makes the fuel pump run when you ground out this terminal or it makes the fuel pump run when you apply 12v+.
I've tried both, and it does not make my fuel pump run. Even with key in ignition on. My pump works fine though when cranking the engine over!

I'm just trying to keep my pump running on its own for a couple minutes to pump out 3/4 of a tank of mostly 7 year old gas!
 
If it works properly then all you have to do is put 12 volts to it . from the positive post on the battery. are you sure you have the right plug on the firewall. there should be two of them. the other plug is for grounding the ecu out to check and set the timing.
