ok, well i have currently finished building my car and timing is correct, new plugs and wires put on and when i went to turn on the car it only turns over. i pulled out a spark plug and it smells like fuel so i dried it off and tried turning the car over again and nothing happened. so now i went to the fuel rail and took off the hose on the end of the rail and attached another one that would feed into a bottle and when i went to turn on the car there was no fuel going into it. could i have a bad fuel pump?
 
When there was no fuel coming out were you cranking the engine over, or were you just turning the key to the run position?
 
IF you run power to it and it does not turn on than the pump is likely bad. You will also want to make sure that the ground wire has continuity to the body.
 
If the pump doesn't turn ON like this, It doesn't assure you, that the pump is not good.,, There could be a mist connection or a damage wire at the pump location or line it self, The best way to test the pump is, to check at the pump location, It isn't that bad, You don't even need to remove the pump. It will show both wires from the top of the tank, (+ and - ).

An easy way to trigger the relay is to use the fuel pump check connector located on the wiring harness that runs along the firewall. You will see a single black connector that is taped to the wire harness near the battery. This connector gets power when ever the fuel pump should be on. Run a wire from this check connector to terminal #85 on the relay. From terminal #86 run a ground wire. If your relay also has a terminal #87A, ignore it (not used). Use care with all connections that you make, these are important wires !

where will this be on the firewall?
 
well, it turns out the pump runs. what could now be the issue to my car not starting? im going to flip the cas 180*, but if that does not fix it what will? i have seen the no start guide but i havent seen anything that catches my eye to be a fix.
 
The pump runs but there is no fuel coming from the return side of the rail? If that is the case than you have an issue where the pressure is leaking back into the tank and you aren't getting the right pressure to the rail.
 
Is it getting to the rail. If not could it be a completly crap fuel filter. If you get a AFPR then you can check the pressure. As you know already, when the key is on then you should be able to hear the relay under the dash or hear the pump itself.
