fuel pressure regulator hose

I just bought a 99 eclipse gs as a project car. For some reason the fuel filter was off. The guy has ran a after market fuel line from tank to the to where the filter should go. My fuel pressure regulator is connected to the fuel filter not on the end of the fuel rail. I can't figure out where the fpr hose goes too. Anyone help?
