fuel gauge reads full all the time

my fuel gauge reads full all of the time -I replaced the entire sending unit in the tank and no difference .I even replaced the dash panel in hopes the gauge was bad -but no luck --Ive tried finding articles on here but they all say replace the sending unit and ive done that .Any one else have any ideas?.
 
I'm pretty sure stuck on full indicates an open.
:nono: No - a short to ground makes it read full. Unless the guage itself is bad.

Start by unplugging the connector to the sender unit and measure the resistance from the yellow wire on the harness side connector to ground. If you have a low reading like 2 ohms or less, you have a short. Do this with key off.
