Fuel cut at different boosts in different gears

I have a '91 TSi FWD, with a 16g turbo, Dejon intake, no exhaust except the o2 housing, and the MAF has the cardboard, lower honeycomb and the screw turned out 2 times.

First i would like to start off with my TPS problem. Randomly i get a tps code and it wont take throttle when it does. It could be fine for miles or do it 3-4 times in a row. But when it cuts fuel it sucks. The connector is not loose and i even put a rubber band around it to make sure its extra secure.

My second problem is fuel cut. In 1st & 2nd gears i get fuel cut from 5500rpm and up. 3rd gear it can spike to 15psi and hit it, and 4th gear it can spike to 20psi WITHOUT hitting fuel cut! WTF? For this i think i have narrowed it down to the ecu (2 caps were bad with some damage) and the MAF. I doubt its boost leaks but am checking after i am done writing this. In any gear if i let off during fuel cut it will go though the rpm just fine.

I dont know if the tps has anything to do with it, because when the CEL is on it doesnt take throttle. But when its off its fine.
Remember its a 16g turbo too with only an elbow.
