FP t28 wont boost past 18lbs!

Ok guys i know its probably something simple but i have a bit of an issue. I have a FP T28 turbo i installed with an ebay mbc and it will not hold past 18lbs. I have the FP 17psi WG actuator so i can run at least 25lbs! Im not sure what im doing wrong. Could it be my MBC or do i need to adjust the WG? I have the MBC tapped into the top of the manifold. I tried it on the compressor outlet nipple and it didnt go past 10lbs. Let me know what you guys think! Thanks!

Did you check for boost leaks with soapy water or an actual boost leak tester? That's a start!

+1 boost leak test. did you try to run just wastegate.

Do a boost leak test, also make sure your wastegate flapper is tight on there
