Im looking for a spot in connecticut or even new york that can coat my fmic black. Didn't have any luck searching for it..better yet not sure what exactly i should be searching for. Thanks

They do all kinds of stuff, and I think they anodize.

Edit: they don't anodize, but they could dust it with some powdercoat. http://centralctcoatings.com/
 
You don't really want to coat the IC. Anodizing would be the best way to change the color of it assuming you don't have a "cheap" aluminum that is full of contaminats.
 
Or you could do a black thermal heat dispersant coating which would look good and be fuctional at the same time...
