FIC AFPR with install kit, install questions

I ordered the FIC afpr with install kit and was wondering how to install it. I took the stock fpr off have the fuel line that was going into the to the bottom of the aermotive fpr then the fitting on the rail to the left side of the fpr and the other sied i have the gauge screwed in. I took the enigine fuse out to try and dial in the fuel pressure and the guage is reading 0 its not moving at all do i have this right??
 
What fuse did you pull? Are you adjusting the fuel pressure without the engine running? My pressure gauge reads 0 when the engine is off.

I pulled the engine motor fuse and was craning the car to get a baseline fuel pressure. Should i just put that fuse in and start the car.. I just didnt want to start the car without knowing what the fuel pressure was at.
