fans wont kick on to HIGH level...

alright for my car not to over heat i need both fans running at they both also need to be getting there FULL 12v. alright i have changed the water pump, changed out fans, flushed my radiator, put in full water, and burped the system SEVERAL times.

alright the car does go to a "HIGH" like level when i turn the a/c on but its not getting the full 12v. its weird because if i turn the a/c off it goes to a slow level and when i turn the a/c on it goes to a high level but its not getting the voltage it needs.

any help is appreciated

You may want to check your alternator. When my alternator was going out, all of my components only got about 10 or 11 volts.
