Extreme idle surging problem and no boost after rebuild

I have just replaced my engine because something went wrong with it and cracked the head and plus it was getting worn out so I replaced it with a high performance block, Buschur Stage 3 Head with HKS 264/264 cams. New Spintake intake manifold with EGR block off and ported out throttle body. Still running stock 14B turbo. Now upon start up it idles at about 2000RPM's for about 2 seconds and then the idle begins bouncing from 1000 RPM's to 3000 RPM's. This does not stop even after warm up. Then after I took it out for a test drive to see if it would stop this ideling problem, I realized I was not getting boost. It went once up to about 6psi but never again. The Turbo had no shaft play prior to install and it always ran at about 14psi. I cant figure out what is wrong now. Please help.

Sounds like a major boost/vac leak. Do a vac test, and a boost leak test. If you have either, then you have most likely found your problem. Process of elimination. Here is a few links to help you out.
