extreme amounts of oil in intercooler pipes, and horrible smoking

i have read numerous posts about oil in the pipes, but mine are horrendously filled with oil. i just put a (supposingly) new small 16g on, and now the car just looks like a bug killer. it smokes unstop at idle, while in the throttle, and any time in between.
it says oil is normal , but to what extent? is there any way to find if my prom is 1) valve seals, 2) rings, 3) turbo,4) or a combination of these? any help would be great
could the seals in a new turbo really be bad?????????????
 
Forced Performance wants $237.50 for a new TD05H turbine (they're nuts), and Turbochargers.com wants $199....you should ask the guy who sold you the turbo if he'd split the cost of the new turbine with you since he sold you a P.O.S. turbo.
