as much as I'd like to say you're right.. i've done EXACTLY what you have described and still creep to 20 psi.

NOTHING on my turbine housing and o2 has been left the way it is. EVERY dip, crease, blockage, wall, whatever has been ported away and still.. creep.

btw, i didn't just do a hack job and do it all at once. I have removed and ported my turbine/o2 over 4-5 times in effort to find the EXACT reason , if there is one, that the evo 16G creeps so much.

p.s., putting on the cat made my creep go away, but the straight pipe is still on to see if i can have the free flow AND steady boost.

Thats just one thread I was able to find quickly to vouche for what Ive said here. I did this to a friends Evo 3 turbine housing and he was able to hold 16psi right to redline with no creep. Of course he runs 18-19psi, but just to test it out he tried 16. What kind of boost levels are you guys running? Hopefully something worthy of a turbo like that anyway if you're willing to dump 200 bucks more on a housing, and not supporting mods to allow higher boost levels.
 
I e-mailed Bullseye Power in regards to the wastegate actuator not being able to keep the door shut. I got a very prompt response and several very quick follow ups. During the conversations it was mentioned that an upgraded wastegate actuator could possibly be made for a Mitsu compressor cover (16g was the one we talked about). It would cost about $100-120. I'm not saying that porting your turbo housing isn't the way to go, but some of the other members have already tried porting and are still creeping. If they would make us an upgraded wastegate actuator this would allow the possibility of using a housing like bullseye's if needed without blowing the wastegate door open too soon. Anyway, I found this topic interesting (planning on EVOIII in future) and thought I'd take a chance and e-mail Bullseye. If anyone is interested in the actual back and forth conversation I had with Bullseye let me know and I can post it. It's kinda long however.
 
Back in the day, way back, I tried an O2 dump on my small 16g, and it didnt help at all, wound up putting a 34mm flapper on it, which eliminated the creep entirely, however later down the road when I was able to push the higher boost itd fall to 18psi by redline down from 21.5psi.
 
Umm quick question , isnt the bullseye housing larger then the mitsu evo 3 7cm exh housing?

If this is true then at what rpm are you seeing max spoolup?
If not can anybody with this be housing say that it's spools faster then the oem housing?

An o2 dump is a good way to get rid of boost creep. I think it sounds really cool, but I don't know if I'd be able to live with it on a daily driver. That and the housing is about the same cost wise of a cheap o2 dump. Anyway to each their own.
I'm also interested in peoples results in spool up. Bigger housing says to me a little slower spool, but more top end flow. But who knows.
