Evap System Leak CEL code P0455

Hi, my car's CEL has been on for a while now and I think I've finally found the problem. Code reads P0455 evap system leak. I haven't the car smoke leak tested so I haven't found leaks, however, when I was replacing my front bumper cover today I think I found the issue. In the picture below there appears to be a line cut going into the evap system's charcoal canister. I'm assuming this is causing the CEL, but before I replace the line I wanted to get your guys insight on this.
