Engine revs up when clutch is pushed in?

So, my car was out of commission for about one week.
Now when I get in it and I'm driving, when ever the clutch is pushed in, my engine rev's up to about 3000 rpms, holds it for a sec. and then goes down to about 1500 , it will not idle unless I am completely stopped.
The car has a new clutch in it, but it has never done this before, all so I do live in Alaska and it did just start to get cold. The CEL did just come on too, but it doesn't allways stay on.
Any idea's?...
 
you might have a vacuum leak. my car did that for a while but then i found out that one of my lines that is under the intake was disconnected and i plugged it in and i havent got it yet. check all the vacuum line.
