ok so I have a 99 GST and it runs great only there is oil build up above the spark plugs right by the wires in front of the oil cap. Now im guessing this is comeing from blow by so im trying to figure out if the engine is bad or not. If I was to do a leak down teast and a compression test what should My results come out as???

You mean on top of the valve cover? I don't think what you described is blow-by. Maybe a leak somewhere...

You should go ahead and perform those tests, a leakdown is only required if the compression test does not provide desirable results. (good compression).
 
does your dipstick pop out too? if so then maybe that is the case. but on most 4g63t 's this normally just means you need to get a different oil cap. i know it sounds crazy, but the mitsubishi oil cap tends to leak out around the spark plug wells. try a cheap auto zone cap. this works for a lot of dsm's.if that doesnt work, try any other cap you can get your hands on. mine used to get filled up in just a couple days, now with my advance auto parts cap , it would take a year to fill up. plus theyre only like 6 bucks. any other questions , i would be glad to help.

"Blowby" is leakage from the rings down into the crankcase. It won't show on the outside of the engine like you describe.
You have a hardened 71O cap gasket.

Yea I agree about the oil cap. If the problem is still there a cracked valve cover is likley yur problem but I would bet on the gasket on the cap leaking
 
ever wonder if you just spilled a little oil when you did your last oil change?
