No. Boost creep occurs when the turbo cannot vent enough exhaust gases to keep it from spooling. Once the waste gate is open, it's open. It doesn't matter if this was initiated by a manual controller, electronic, or otherwise. Boost creep can be prevented by modifying the waste gate and associated passges to vent more gases.
