1G Electrical short

Need some help!Car wont start. If you turn the key over to accessory. The mpi relay clicks rapidly, you can hear the fuel injectors pulse.The fuel pump cuts on and off. Also the fuel pressure gauge jumps up and down. The ecu just got back from Ecmlink. Ive tried multiple mpi relays and nothing. Im lost,any help would be great. Things i should check would be greatly appreciated. Im

What's the resting battery voltage? What does it drop to when cranking?

I was gonna try to check that today. Car is at my work so I haven't had too much time to look at things.

Its a pc680 and it probably needs a jump start.
