I have my MBC on the lowest possible setting but im still peaking at 23 PSI on my new install. I wanted to turn the boost down until i put in my AFPR and Walbro 255. What would be causing this? The MBC is a Perrin.

Hooked up backwards? Try running a line directly from your MBC feed source to the wastegate and see what boost pressure you get. Otherwise the MBC may have a sticking ball (If this a ball and spring type). I wouldn't get into boost until you get that fixed if you have no fuel pump (or injectors). You'll be fixing a lot more than the MBC if that's the case.
 
Im puttin in my AFPR and fuel punp today, and its not backwards nor does it have a stickig ball (if i shake it a little while all the way loose it rattles)
 
You mean like a megan racing tubular o2 housing? I have the perrin MBC, E316G, tubular o2 housing to a 3" turbo back exhaust and full port work. I have no problems setting different boost levels, even stock level. I have a welded nipple on the j pipe so the MBC is very direct to the wastegate actuator. The ball is on the j pipe side FYI
