E3 16g installed now 0-1 psi boost

hey so i just install an evo 3 16g and aem tru boost, the turbo at WOT will not spool passed between 0-1 psi it idles fine and vacuums at -17 just cant build boost, what could be the issue i have never encountered this.

do you think i should just buy a new actuator to see if that will fix it? cause there is no smoke coming out of the back, and the car is idling just fine, i took a video but it was hard to shift and record boost gauge.

turns out when i changed the exhaust housing on it i didnt tighten down the vclamp all the way, the shop got it fixed and is welding on my o2 bung so i dont have to do any of that
