well i have my drivers side back tire off. the ebrake is up. but why can i turn the rotor? there is a metal on metal noise but shouldnt both back tires be locked when the ebrake is up? let me know guys.
 
It should be locked unless the cable is misadjusted or the shoes have completely worn down. Take the rotor off and inspect the shoes.
